MOTION by Kelly Welch to move into executive session with respect to collective bargaining with the SEIU
Union (Secretaries). SECONDED by Melissa Keefe. UNANIMOUS.

HEARD Kelly Welch read the recording statement. Mackenzie Ryan stated she would be recording for
reporting for the Falmouth Enterprise. Terry Alves-Hunter, parent, also said she was recording the meeting.
HEARD Lisa Hart read the Falmouth Public Schools Mission and Vision statement.
HEARD Heather Duffany, Kindergarten Teacher at East Falmouth School, speak in support for Lori Andrade.
HEARD Marissa Messer, twenty-four year veteran of the Falmouth Public Schools, state that morale is low in
HEARD Mr. Oliveira, teacher at Morse Pond School, state that he has not been involved with the union in the
past but urges School Committee members to reach out to teachers for their narrative of the school climate.
HEARD Jennifer McCarthy, mother of three students at Teaticket Elementary School, express concern for the
decrease in Music and Art teachers, she also stated that she was concerned there would be large class sizes next
HEARD Terry Alves-Hunter, parent, state that she does not feel there is transparency with the School
Administration and the School Committee.
HEARD Trevor Cunningham, Falmouth High School graduate and husband of Physical Education teacher at
Falmouth High School, questioned the Virtual School application to the Department of Elementary and
HEARD Lynette Perdiz-Cash, teacher at East Falmouth School, speak in support of Lori Andrade.
HEARD Hala Stewart, parent of children at the East Falmouth School, share her concerns of what is happening
to our teachers and about the reduction of music and art teachers.
HEARD Magdelena Kotas, parent and graduate of Falmouth Public Schools, request a list of steps being taken
to rectify the relationship between Educators and the Administration.
HEARD Lisa Wilcox, teacher at East Falmouth School, speak in support of Lori Andrade.
HEARD Nicole Freeman, Grade 3 teacher at Teaticket School, speak in support of Lori Andrade.
HEARD Corey Charles, Music teacher at East Falmouth School, speak about relationships, and that morale is
low in the school.
HEARD Michael Mancini, Falmouth High School graduate, state he has been following what is going on in the
school district and believes the union president is using her power to intimidate the school district.
HEARD Laura Larson, Grade 6 teacher at Morse Pond School, state that Falmouth is better than this.
HEARD Kate Skehill, Grade 3 teacher at East Falmouth School, state that no one announced Miss Andrade’s
departure from the school and it has been difficult.
HEARD Miss Fontaine, Special Education teacher at East Falmouth School, state that staff are afraid of
HEARD Kelly Welch thank those who spoke this evening, but clarified that this was a personnel matter and
there are specific policies that prohibit the Administration from discussing the matter.
INTRODUCTION of School Resource Officer Timothy Brandt
HEARD Chief Dunne introduce Officer Brandt who will replace Ryan Hergt as the schools’ Resource Officer
for the 2021-2022 school year.
HEARD Officer Brandt state he was a six-year veteran of the Falmouth Police Department and is looking
forward to working with the students and staff in the schools.

HEARD Melissa Keefe request that we look into re-districting the elementary schools.
HEARD Kelly Welch state she would like more information about the process of re-districting.
HEARD Joany Santa, Director of Human Resources, update the Board on the Diversity, Equity and Inclusion
Position that is currently accepting applications. Dr. Santa reported that the Interview Committee is still
looking for community members to serve and she will send the detailed information to all Board members for
HEARD Dr. Duerr continue her report on the remaining items:
Falmouth High School Art Teachers, Jane Baker and Lauren Kenny are the recipients of this years
Annual Awards for Excellence in Energy and Environmental Education.
Falmouth High School Theater’s Company adaption of Disney’s High School Musical.
A plan is in place if the Teachers conduct a “sick-out” on Wednesday June 9, 2021.
UPDATE on COVID Related Grants
HEARD Patrick Murphy, Director of Finance and Operations, supplied a general review of the COVID related
funds that have supported the school district over this past year. These grants include:
FEMA/CARES: These reimbursements were available through the Town and ended on
December 31, 2020.
COVID Relief Fund: These funds were to cover the costs of temporary staff used to open the schools.
The funds came directly to the school department for $700,650.
Elementary and Secondary School Emergency Relief (ESSER 1): The initial grant for $290,143 was
used to continue to pay for temporary staff.
ESSER 2: These funds were available at the end of April 2021 for $1,501,363. These funds will
continue to pay for additional staff, as well as, costs associated with staffing the summer programs.
ESSER 3: This is a Federal grant. We will be applying for these funds over the summer after we
complete an end of the year community needs assessment.

HEARD Dr. Santa review staffing requirements during COVID, and the use of ESSER funds towards those
HEARD Dr. Tellier, Assistant Superintendent and Dr. Woodward, Director of Student Services, discuss the
various summer programs available to students this year. They include:
Extended School Year Services (ESY) for students on IEP’s
Summer Enrichment Program for Lawrence Students
Summer School for High School Students
PRESENTATION of the Virtual School
HEARD Dr. Duerr report, as mentioned in a previous meeting, the Department of Elementary and Secondary
Education (DESE) will not allow districts to offer 100% remote learning for the 2021-2022 school year. If a
district wishes to continue with remote learning they must apply for and be approved for a separate “Virtual
School.” Falmouth has submitted the initial application to DESE in order to keep that option open while
researching the need in our community. A survey was sent to all families with homeschool students and
students who remained in 100% remote learning. After reviewing the results, approximately 30% of that group
of families would like to enroll in a Virtual School if it became available next year. This percentage equates to
approximately 100 students. Patrick Murphy explained the financial implications of having a virtual school.
Joan Woodward explained how services would be delivered to students on IEP’s in a virtual setting. Dr. Duerr
explained that this would be a separate school, which would include its own:

HEARD Dr. Duerr state that there is very limited time to complete the amount of requests made this evening
about the Virtual School.
MOTION by Lisa Hart to reconsider the last vote and requests a re-vote. Kelly Welch, Chair, grants the revote.
MOTION by Kelly Welch to direct Dr. Duerr and her team to pursue further information about the
implementation of the Virtual School. SECONDED by Leah Palmer. VOTE. 4 in Favor 5 Opposed.
MOTION FAILS. No further action on the Virtual School.
ACT on Memorandum of Agreement between Falmouth Secretaries and the Falmouth School Committee
MOTION by Kelly Welch to approve the Memorandum of Agreement between the Secretaries and the
Falmouth School Committee. SECONDED by Melissa Keefe. VOTE. UNANIMOUS.
FIRST READ on the Wampanoag Land Acknowledgement
HEARD Andrea Thorrold brief the Board on the general discussion with the Educational Staff of the Tribe
about the land acknowledgement. Mrs. Medeiros added that extensive time went into creating the draft seen
here tonight. Natalie Kanellopoulos read the following draft:
Falmouth Public Schools [Falmouth School Committee] acknowledge(s) that we are gathering on the unceded
ancestral land of the Wôpanâak (Wampanoag) Nation. We recognize and respect the Wampanoag people,
including those of Suckanesset, Waquoit, Sippewissett, Tataket and Chapoquoit as original stewards of what is
now known as the Town of Falmouth and honor their enduring relationship with this land. This land
acknowledgement is an intentional act to counter the erasure of indigenous people and to demonstrate respect
for their sovereign rights. We are committed to educating ourselves and our students about the longstanding
history of the Wampanoag people. In alignment of the core values of the Falmouth Public Schools, we pledge to
build an ongoing partnership with the Wampanoag Nation.

2021-2022 school year. SECONDED by Lisa Hart. Vote. UNANIMOUS.

HEARD Natalie Kanellopoulos request an update on Restorative Justice Practices.
HEARD Natalie Kanellopoulos propose an outreach sub-committee for the 2021-2022 school year.
MOTION by Natalie Kanellopoulos to move into Executive Session to discuss strategy with respect to litigation
if an open meeting may have a detrimental effect on the litigating of the School Committee AND……pursuant
to G.L c. 30A, sec 21 (a)(7) “to comply with, act under the activity of, any general or special law or federal
grant-in-aid required (Purpose 7): specifically, the Open Meeting Law GL. 31 A, sections 22 (f),(g).” It is
anticipated the School Committee will NOT return Public Session. SECONDED by Lisa Hart. Roll Call Vote.
