HEARD Kelly Welch open the Public Meeting at 6:00 PM.
HEARD the Pledge of Allegiance
HEARD Kelly Welch recite the Recording Statement. Abigail Nehring stated she would be recording for the
purposes of reporting for the Falmouth Enterprise.
HEARD Kelly Welch recite the Falmouth Public Schools Mission and Vision Statement.

None
ACT on DESE Waivers for Full Time In-Person Learning
HEARD Lori Duerr review and summarize the proposed waivers as follows:
 Waiver #1: Request of waiver to delay the start date of 5th grade full in-person learning to April 26, 2021
for Morse Pond School.
MOTION by Melissa Keefe to approve the proposed Waiver #1 and submit to the Department of Elementary
and Secondary Education. SECONDED by Terri Medeiros. DISCUSSION. Roll Call Vote. UNANIMOUS.
 Waiver #2: Request of waiver to implement 4.5 days of full time, in-person learning for Morse Pond
School, Lawrence School, and Falmouth High School. Morse Pond School and Lawrence school will
begin a full time, in-person learning mode on April 26, 2021. Falmouth High School start date is still to
be determined.
HEARD Principals Mary Gans, Tom Bushy, and Kathleen Riordan, describe the necessity for waiver #2.
HEARD questions and comments following the descriptions of Waiver #2.
MOTION by Terri Medeiros to approve the proposed Waiver #2 and submit to the Department of Elementary
and Secondary Education. SECONDED by Andrea Thorrold. Roll Call Vote. UNANIMOUS.
HEARD Dr. Duerr thank the Board for their support in this matter.
HEARD John Furnari thank our principals for being caring and dedicated educators.
ACT on Student Opportunity Act (SOA)
HEARD Dr. Duerr, Superintendent, state that the SOA was first presented to the School Committee on March
10, 2020. Since then there have been many delays by the Department of Elementary and Secondary Education.
HEARD Sonia Tellier, Assistant Superintendent, review a PowerPoint presentation that included the following:
1. Description: The Student Opportunity Act is a three-year, evidence based plan to close opportunity and
achievement gaps among student subgroups
2. Commitments
a. Focusing on student subgroups
b. Using evidence-based programs to close gaps
c. Monitoring success with outcome metrics and targets
d. Engaging all families
HEARD questions and comments following Dr. Tellier’s presentation.
MOTION by Andrea Thorrold to approve the proposed Student Opportunity Act. SECONDED by Natalie
Kanellopoulos. Roll Call Vote. Eight in Favor. John Furnari Against. (8-1) MOTION PASSES.
